2256 Losee Rd, North Las Vegas, NV 89030

Several building modifications between 2007 and 2019 have created a Toxic Carbon Monoxide Environment, which has poisoned Business Owners, Employees and Customers at this Multi-Unit Building in North Las Vegas.

In 2007 J G Enterprises installed a Hood and fire suppression system at 2256 Losee rd.  This document is attached.  [See Building Inspection Card J G Enterprises]
The ventilation hood was not installed with a make-up air unit.  The vent hood sucks post combustion fumes out of the building.  A make up air unit pushes fresh air into the building to replace what was taken.  The make-up air unit must be at least as powerful as the hood unit that is sucking air out of the building.  
There was no make-up air unit installed in 2007.  When the switch for the hood fan was activated, a make-up air unit did not engage with the hood fan.  There was an evaporative cooler, with a separate switch, attached to the same building, but this unit was not part of the hood system, and did not provide anywhere near the amount of air needed to replace the air removed by the ventilation hood fan.  Precision Air balance tested the air balance system and determined that the evaporative cooler could only provide half of the air required by the ventilation hood.  They recommended installing a make-up air unit.  [See Precision Air Balance Report]
In 2019 The city of North Las Vegas cited Isaactos LLC for issues with the building and for several cumulative, unpermitted construction jobs.  [Citation City North Las Vegas]
When there is not enough air to feed the hood, the hood acts as a vacuum, sucking air from any spaces that are open to the outside air.  When the hood runs out of cracks to pull air from, the existing vacuum causes spoiled air to just swirl around in the space.  One area where the fan was drawing extra air was from the water heater exhaust.
Normally, a water heater will vent to the outside air, without needing forced air assistance, but when a vent hood with improper make-up air is sucking air out of the water heater's exhaust, the water heater will backflow and dump carbon monoxide into the interior environment.  
This happened at 2256 Losee rd.  Any customers, employees, or proprietors that used any of the units at 2256 losee rd. had a risk of exposure to Carbon Monoxide.  These include all people who visited the units since the original installation in 2007.
In 2018, the water heater, that had been back drafting and shutting itself off for years, finally died.  The vent hood would suck air out of the water heater exhaust, causing the water heater to burn backwards pulling air from its exhaust and dumping carbon monoxide into the building.  Keep in mind that this imbalance will cause the water heater to not only back draft, but also to combust poorly, greatly increasing the amount of Carbon Monoxide and Aldehydes produced.  This running backwards damaged the lighting mechanism of the water heater and eventually killed it.  Augie Bustos of Vegas One Realty is The licensed real estate agent that was managing the units at 2256 Losee rd. as well as the registered agent for ISAACTOS LLC.  Augie Bustos, received several complaints at 2256 Losee rd. about a rotten egg smell.  When the Southwest gas representative came out and detected 800ppm of Carbon Monoxide at 2256 Losee rd, on July 29th 2019, the representative personally smelled and then stated that the rotten egg smell was aldehydes from improper combustion and poor ventilation.  Certain aldehydes have been known to cause cancer.  Many people are aware of the consumption of Tobacco and its risks.  Toxic aldehydes are not just present in cigarette smoke.  They are also present in poorly combusted natural gas.  Not only did the space have carbon monoxide, but it had this potent rotten egg smell.  In 2018, the building owner, their employees and associate, Isaactos LLC and Augie Bustos, changed out the water heater without pulling the proper permits or getting the proper inspections.  Isaactos was cited by the city of North Las Vegas for not pulling the proper permits, before installing the new water heater. In June 2019, the building owner, or one of his agents installed Carbon Monoxide alarms.
On July 29th 2019, these new carbon monoxide alarms went off.  The fire department and gas company came out, and detected deadly levels of Carbon Monoxide in the building.  The inspector articulated that the water heater was putting off 800 parts per million of carbon monoxide.  Written on the document is "Aldehydes & CO" , "Make-up air volume is less than volume removed by draft hood" and "Not to Code" [See Southwest Gas Citation]
In 2013, the restaurant, PJ deli that ordered the Hood installation, which was approved by the building owner, had its lease expire.  Isaactos LLC did not renew the lease.  Since that date, Isaactos LLC has not had a written lease with any of the several restaurant entities that used the space.  All proprietors that used the space where Mr. Bustos installed the water heater, since 2013 were operating without a legal written lease.

DEPT NO.: XIII  There were also 1000s of other people exposed.  If you visited any of the units at 2256 Losee Rd. North Las Vegas, NV 89030, you might have been exposed to Carbon Monoxide.  This is your notice.  If you are injured and need to take legal action, hire an attorney.

These are the most common symptoms of carbon monoxide poisoning:

  • Headache

  • Dizziness

  • Weakness

  • Nausea and vomiting

  • Rapid heartbeat

  • Shortness of breath

  • Seizures

  • Chest pain

  • Cardiac arrest

  • Loss of hearing

  • Blurry vision

  • Disorientation

  • Loss of consciousness or coma

The North Las Vegas building department was contacted to verify if the air balance issue has been permitted and repaired.  Attached below are all documents provided by North Las Vegas.  There does not appear to be a mechanical or electrical permit issued for a new make-up air unit, or any information that would indicate that an air balance was conducted.

There also does not appear to be a permit pulled for the existing natural gas water heater, that was installed without a permit, or for the installation of a new electric water heater.  Based on this, one can only assume that the same defective hot water heater is still in use.


The building owner has moved a new tenant into the unit, who is operating and serving customers.  They are operating under the name Feel Goods Soul Food.  If these water heater and air balance issues were not corrected, the tenants and customers at 2256 Losee Road are still in danger of being exposed to Dangerous Carbon Monoxide.  Building permit records are attached below.
